Description:
The Partnership for MarketImplementation (PMI) helps countries design, test, and implement carbon pricinginstruments aligned with their development priorities. It is a 10-year programthat offers an ambitious and long-term vision to support both the design andimplementation of carbon pricing instruments and the preparation of countriesfor their potential participation in the international carbon market. The PMIsupports programs and policies in different jurisdictions and sectors thatintroduce clear price signals on carbon emissions and contribute to the ParisAgreement's goal of limiting temperature rise to 1.5°C. The PMI is the successor programto the successful effort of the World Bank's Partnership for Market Readiness(PMR), which from 2011 to 2021 supported emerging economies and developingcountries to design and implement market and carbon pricing instruments tofacilitate emission reductions. The PMR provided financing and technicalassistance to 23 countries, all of which now have the basic aspects toestablish a carbon pricing system. The PMI responds to the growingdemand for support for the implementation of carbon pricing by countries. Morethan half (69 of 195 countries) have indicated that they are planning orconsidering the use of carbon pricing to meet their NDCs. The Partnership waslaunched in 2021 to support countries embarking on carbon pricing to move frompreparation to implementation. In the Ecuadorian context, PMIfinancing will support the development of the national market for the voluntarycarbon footprint management program and its greenhouse gas emissionscompensation scheme in Ecuador by providing technical assistance to promote theimplementation of the EcuadorZero Carbon Program (PECC).
