Description:
The objective of this study is to (i) review theEcuadorian regulatory framework for COSS analysis, (ii) review the existingCOSS conducted by Ecuador's national electricity regulator (Agencia deRegulación y Control de Electricidad (ARCONEL) and identify gaps and areas ofimprovement; (iii) develop a financial model for the electricity sector toprovide a framework for financial planning at the utility level; (iv) reviewand recommend improvements to the existing end-user power tariff structure(including the structure and actual tariff values contained in the currenttariff schedule), designing a methodology for electricity tariff reform andmarket segmentation of end-users that aligns with the country-s economic,social, and environmental goals; (v) propose a strategy (“glide path”) to moveprogressively from current situation to the “steady state” condition, in whicha fully cost-recovery tariff structure
